Visitors and residents cannot use their vaccine cards to skip the pre-travel testing program or quarantine when coming to Hawaii, at this time. Governor Ige has said the state is working with Clear and CommonPass to integrate states' vaccine records into Hawaii's vaccine database. This will help screen vaccine cards on arrival to keep the island safe.

The state is working to allow vaccinated travelers to skip the pre-travel testing program. The inter-island travel program started on 11-May-2021. This program is a pilot program for the state to streamline exemptions for mainland travelers in the near future.
